Only when I got home and looked at this picture on the computer, was I able to identify those small spots as tiny wasps! Maybe an eighth or sixteenth of an inch long.
Some on line research confirmed that there are such, and that these use the dragonfly for transportation, since the wasps themselves are too small to fly any distance on their own, with the slightest breeze readily blowing them off course.
